Proceeds of Crime

Local Authorities have the opportunity to utilise powers available under the Proceeds of Crime Act 2002 (POCA) which gives accredited financial investigators appointed by the authority powers to:

  • seek confiscation orders for the proceeds of crime
  • investigate money laundering offences
  • make cash seizures

The legislation is based on the principle that crime should not pay and that criminals should not benefit from their criminal activities. As an additional benefit an incentivisation scheme operates which means that a proportion of the confiscated funds flow back to the Local Authority.

Norwich City Council have used this legislation in relation to rogue Landlords.
